The plans do not state the maximum allowable % per hour heat loss of the water heater. The 2015 Virginia Energy Conservation Code (VECC) Table C404.2 requires a maximum allowable heat loss of 0.53% per hour or less. In the resubmission, state the maximum allowable % per hour heat loss for the water heater in the electric storage water heater schedule.

Sheet E101 does not show an occupant sensor in the Men's Changing room. The aqua stat in note D maintains the temperature of the hot water in the loop, 24/7. It does not satisfy the code requirement to shut down the hot water loop during periods of no hot water demand. Sheet E101 lighting key note 3 states that the hallway occupancy sensor will dim lighting to 50% when the hallway is not occupied. This does not meet code, as the code requires that the occupancy sensor control shut off the non-emergency lighting.
