Your code analysis does not mention the number of stories. It appears to be a two story structure. You indicate the use to be A-2 for the ground level which is under going this renovation. With no separation between the stories/uses, A-2 un-sprinklered is limited to one story. That being said, for fire separation purposes VCC 303.1.1 allows your space to be classified as a B.
